it's common if in the case of failed protection check game doesn't hang at very beginning, and works like everything is OK, but became unplayable in one or another way later. iirc it was highly recommended by Sega to implement protection check this way.
perhaps DOA is one of such games?

add: and yes, DOA is one of those games, it does work without security PCB, for a while

PS: it is also possible your security PCB is dead, but it was "repaired" by previous owner by reprogramming program ROMs with cracked game ver
