CPS-1 A Board (DASH/12mhz) - Color Palette Issues

Check signals coming out pins 107 and 108 of the CPS-A-01. They go through two ferrite filters.
 
@Apocalypse - So this is some weird s**t. You got me looking at the right place. CPS-A-01 pins 107 and 108 were acting normally. Pin 106, however, was low and should be high. I realized this is actually an input, and was reading the schematics wrong. Tracked the circuit back to PPURES* output at 5A. From 5A (should be low), it goes to 6G pin 1 (should be low), flip-flops to 6G pin 2 (should be high), and I believe splits at that point to CPS-A-01 pin 106 (should be high) and 8D pin 10.

The signals at each of the above points were all opposite what they should be, originating at 5A pin 15. I stuck the probe on it and powered it, and it's acting like it's got continuity to the 68k RESET* pin. Momentary low, then switches high. 5A pin 1 is driven by the 68k RESET* pin, so I figured maybe there's a short. Possibly internal. I checked continuity, and there's no continuity between 5A pin 1 and 5A pin 15. I'm about to desolder 5A, and figure I'll probe 5A pin 15 one more time. This time it is low and stays low. WTF? I look up and the board is fully alive. :o

I'm replacing 5A at this point. But, any other thoughts on maybe that diagnosis isn't correct?
