I've seen some conversions to replace roms 21-23 on the B board to upgrade/downgrade Street Fighter II, but that is assuming they are the same region.

I was wondering if anyone knew which roms you would have to change out to change both version and region of Street Fighter II?

The board I have is a CPS Dash Street Fighter II' Turbo: Hyper Fighting Japan 921209 and would like to convert this to Champion Edition World 920513

I also saw these roms, 10-13, when comparing them via diff:

Sorry for my lack of understanding, but do these matter in the conversion as well?
 
Looks like they're different, so they do something! Different graphics, maybe the whole Bison/Vega/Balrog name adjustments happen in those roms or something. Change 'em! Or don't, and boot it up and see what it looks like without those changed!
 
Yo Taco. Did you manage to make this work? I have a CPS1 Dash Street Fighter 2 CE Japan that I would like to change region to World. Any ideas if this is possible? Thank you
