Stuck with new net city build

Well hello there!

I purchased a New Net City a while back and now I feel confused and burned out by this project.

When i got the machine it had a raspberry pi it, a wonky setup with keyboard, Sanwa buttons (good thing I guess) with something like a cheap xin mo arcade controller interface for each player, and a simple HDMI-VGA converter.

My idea was to put a PC (have an ASUS gr8ii to use), Use Launchbox for Naomi, Atomiswave & Dreamcast but also get Taito and so on. Now my question is: What the hell am I doing,? I would be very happy to get help to get me back on track.

*15khz: what do I actually need for connecting the PC to the monitor? some say JVS-PAC2 (cant find anyone that sells them) and some say just set the computer to 15khz and its all good.
Does is matter if the cab (my NNC is JVS) is JVS or Jamma? If so ill get a converter although in my mind i don't see the importance since everything would come from the PC, except video ofc.

*Buttons: 6 for each player and start buttons is not enough for Launchbox, any ideas? also should I get a different controller board?

*Have been looking for a new tube and ballast in my country (Sweden) but no luck, suggestions?

I´m sure there are things I have missed here, but if anyone has done a similar build I would really appreciate to get some help

Do you specifically need to use 15Khz? a new net city (assuming it has the original tube) is tri-sync so you can just send vga (31Khz) to it.

Standard res games will look better in 15khz.
