Street Fighter II Hyper Fighting random background glitch

Hi all,

I recently got my hands on a Street Fighter II Hyper Fighting board and while 99.9% of the time it works perfectly, there is an occasional random glitch where the background flashes/glitches for exactly 1 frame. So far I've only seen this happen maybe once per play through. I managed to capture it and uploaded it to YouTube: https://youtu.be/JxQCgWk-1G4. Here's a screenshot of the frame:

I was wondering if anyone has seen this before, or perhaps knows whether or not it's known behaviour?

The board is a CPS1 Dash with the original mask ROMs and official Capcom branded/labeled ROMs for 18/19/21/22/23. 09 doesn't have a label, so that may have been reburned in the past. There doesn't appear to be any damage to the board and nothing looks reworked but I haven't yet taken it apart to get a more thorough look.

It is normal. You can see it on all versions of SF2 and sometimes other capcom games (although it is super rare).
 
does anyone know the reason behind why it happens? Purely curiosity here. Seems completely random. From many 1cc plays, it seems some play throughs it will happen many times, on other play throughs it will never happen once.

Also, while we're at it, anybody know what causes these missing tiles or transparencies? This only occurs on SF2: World Warrior, and is consistent through the final revision. The anomaly seems to coincide with the Vital and Time counters appearing on the screen, at least in this instance.
