Looks like a shmups.com user has a fantastic cable that does 15khz/31khz switching. It also has a VGA to SCART/RGB adapter. I feel this is awesome since i can use the SCART/RGB adapter for other things as well. Worth a shot since it is very competetively priced. I ended up doing a 15/31 switch on my VGA box. There's a guide for the clear boxes. Dpdt and a few minutes.
Same here. I have that same VGA box hacked for 15khz as well. Bought it years ago from Jandaman. But I need SCART for my efforts to connect an assortment of different console to a JAMMA cab. That extra adapter takes care of that AND allows me to connect a MAME PC via SCART so I can have that signal amped as well.

Wouldn’t a Toro box work for you?
I already have a VGA box. A very good one. I am after a cable. Some of the cabs I will be stuffing consoles into have very small spaces to work with. Prefer the smaller footprint of cables versus a box. Toro is out of the question given that. Plus, I really don't think it is worth it. After I get a SCART cable for the Toro, I am looking at an over $100 solution. I'll pass.
