Mortal Kombat II Goes to Game Over Upon Pressing Start

I have a MKII board that was previously running fine. Now the game goes straight to the game over screen when I hit start on either player. ROMs pass the startup checks.
I have tested the board with a Sigma Raijin and a Sigma AV1, and with an Axunworks JAMMA harness, and a TOPPS harness. Same issue on both.
Any ideas?

Loose pins on the custom often causes this - a reflow should fix it unless there are damaged traces that need repair
