Jambo Safari cabinet with flutter on analog controls

I noticed that it was near impossible to do crazy dash in Crazy Taxi so i tried to calibrate the wheel and pedals and i noticed there was a flutter on the second digit (and some on the first) of the value on all three controls. Otherwise the controls work just fine, so in most games its not an issue, but since CT requires the controls to be at dead zero for most moves this basicly ruins the game.
I have tried three different JVS boards, i tried two different Naomi systems, same issue.
I disconnected the wheel connector, flutter continues, i disconnected the analog 26 pin connector from the jvs board, flutter continues.
Voltages look stable at the psu.
This is driving me mad.
Anyone got any ideas what to try next?

Are you sure you're doing the dash right?

If you want to minimise the flutter, I would first try lubricating the pots (with a lubricant like Deoxit Fader), and then if that doesn't help, replace the pots.

For replacements, use originals. They can cost up to $30 a piece, but they will last forever. Cheap pots will wear out.
 
But the flutter persists even when i disconnect the wheel and pedals. So it cant be the pots?
 
That's normal. I just booted up my cab and I have a one hex number deviation in all of the values. For instance the steering value flutters between 8E and 8F. The steering wheel pot is brand new.

The fluttering persists even when I disconnect the pots. Also, none of the values drop to 00 or FF.
 
Oh! That was the first thing i tried to determine, if it was normal or not 😅 I got the impression that it wasnt.
So i just suck att CT then? Thats even harder to fix. 😩
