I only knew about the 2013 Iron Galaxy compilation, which was on Xbox 360, PS3, Wii U, and Steam:

Makes me wonder if this Korean Windows version is more like the Saturn release.

Looks like some custom emulator, and if it's emulating it's doing it better than any other available now because it's missing one bug that other emulators have with that game. https://github.com/finalburnneo/FBNeo/issues/1775
